Indian Council for Cultural Relations (ICCR) organised the 6th Pandit Deendayal Upadhyay Memorial International Oration 2023 on “Indian Dance Traditions as Soft Power”. President of ICCR, Dr. Vinay Sahasrabuddhe chaired the programme and Dr. Sonal Mansingh, Hon’ble. Member of Parliament (Rajya Sabha) was delivered the oration. The programme was live-streamed on ICCR’s YouTube channel and Facebook Page.

Revising the history of World Culture Day, UNESCO adopted the Universal Declaration on Cultural Diversity in 2001. In December 2002, the UN General Assembly, in its resolution, declared May 21 to be the ‘World Day for Cultural Diversity for Dialogue and Development’ and in 2015, the Second Committee of the UN General Assembly unanimously adopted the resolution on Culture and Sustainable Development, affirming culture’s contribution to the three dimensions of sustainable development, acknowledging further the natural and cultural diversity of the world, and recognising that cultures and civilizations can too, and are crucial enablers of sustainable development. To further consolidate India across the world by adopting a more focused approach to spreading understanding about Indian culture, civilization and people, the year 2018, Indian Council for Cultural Relations (ICCR) has organised “Pandit Deendayal Upadhyay Memorial International Oration” to commemorate the World Culture Day on May 21 as an annual feature. The Pandit Deendayal Upadhyay Memorial International Oration has become a globally recognised forum for India to showcase its soft power to the world.

During his speech, the President of ICCR announced that under the guidance of Dr. Mansingh and other experts adopted the role of an accrediting agency to sustain the traditions and culture, ensuring that teachers in India as well as abroad propagate the authenticity and purity of these traditional components are not for reducing or being adulterated for market-friendly. Delivering her oration, Dr. Sonal Mansingh described the performers who transformed into a dancer should undertake a journey with a set of higher goals than the normal daily routines. The pilgrimage in this journey of culture, which one embarks on is ‘sadhakas’ (goal-directed spiritual practice). One doesn’t become a dancer yet becomes a seeker and one becomes a performer after decades of ‘Tapasya (leading a life of self-restraint and purity)’ or ‘sadhana’ (methodical discipline to attain desired knowledge or goal) of learning.
